In a command economy, the government provides everything except food: Everything else is provided by the State.  The government makes the decisions and people are paid just enough for their needs.  The economy is also subsidized by the government since there is no private ownership in a command economy. Benefits also comes from the government. Food is something people buy with their earnings.
