ASEAN meeting and decision processes can be more easily understood in terms of Tracks I and II. Track I refers to the practice of diplomacy among government channels. Participants present themselves as representatives of their respective states and reflect the official positions of their governments during negotiations and discussions. All official decisions are made in Band I. Therefore, "Band I refers to intergovernmental processes."
