Here are the three different threats to the United States in 1789:

Spain - during those times, Spain is occupying a lot of lands to build a colony.

France - the French Revolution is known to have caused a great impact to the whole world due to the heavy uprising of political matters in France.

England - England controlled Canada at that time, and planned an invasion in the early 1800s.
